Which country produces the highest % of its electricity from nuclear power and is it therefore the 'greenest' country in terms of CO2 emissions?

France produces 75% of its electricity from nuclear plants. It has the lowest emissions per capita from electricity generation. It is also the greenest country in terms of CO2 emissions when compared to developed countries. Areva, the French nuclear company also estimates that the emissions of Nitrogen Oxide has decreased by 70% in France since 1980s. This make France the greenest country in terms of electricity generation.

That would be France. However, despite the large amount of nuclear power plants in the country, nuclear power is very controversial there and tends to be unpopular with the electorate. The building of new plants has slowed dramatically in the past decade and other countries will probably catch up with France soon unless popular attitudes change.
